Japan can contribute to world's nuclear energy development

(Kyodo) _ Japan can make greater contributions to meeting growing needs for nuclear energy worldwide by providing its expertise in safety management and developing equipment, a government report said Friday.

The Atomic Energy Commission, headed by University of Tokyo professor Shunsuke Kondo, spelled out the outlook in the fiscal 2005 White Paper on Nuclear Energy presented to the Cabinet.

The report said construction of nuclear power reactors topped 10 per year between the 1970s and 1980s, but has dropped to just a few per year since the 1990s. It said the level is expected to stay low until demand for replacement reactors perks up.

On the increasing number of nuclear reactors being constructed in China and other countries, the report said the move is worthy of attention because such moves are expected to help spur the international operations of Japan's nuclear industry.

Japan's nuclear equipment industry has an excellent level of technology, and is expected to contribute to "building the energy foundation of the world," it said.

The report said Russia currently processes much of the world's uranium-based fuels.

The report said Japan Nuclear Fuel Ltd., based in Rokkasho, Aomori Prefecture, is developing uranium enrichment technologies that are economical and reliable, and said Japan's technology for plutonium-uranium mixed oxide fuel, or MOX, has a high level of global competitiveness.

The report cited the need to secure as many uranium suppliers as possible to prepare for a prospective shortage of uranium worldwide, and said Japan must also make efforts to develop uranium mines on its own.
