Ruling camp, DPJ agree on joint N. Korea sanctions bill

(Kyodo) _ Japan's governing coalition and main opposition party agreed Friday to submit a bill intended to improve North Korea's human rights record, enabling Tokyo to impose economic sanctions on the North, lawmakers said.

The agreement was reached as the coalition -- the Liberal Democratic Party and the New Komeito party -- and the Democratic Party of Japan compromised on the issue of the government's assistance to North Korean defectors, the lawmakers said.

With the agreement, the bill is likely to pass parliament before the current 150-day Diet session adjourns June 18.

The governing coalition and DPJ are expected to submit the joint bill Monday, withdrawing bills they submitted separately to the Diet.

The bill is expected to pass the plenary session of the House of Representatives on Tuesday and will then be sent to the House of Councillors.

The governing coalition and DPJ are expected to ask smaller opposition parties -- the Japanese Communist Party and the Social Democratic Party -- to support the unified bill.

The joint bill incorporates the coalition's version, which requires the government to impose economic sanctions on North Korea if it fails to make progress on its human rights situation, especially in terms of the abductions of Japanese nationals, and the DPJ's version, which includes provisions on support for defectors.

Ichiro Aisawa, head of the LDP panel on the abduction issue, said at a news conference Friday afternoon it is "well-timed" for the governing and opposition camps to jointly call for the resolution of the abduction issue while world public opinion gathers stream.
